Well, to put it simply, it's because she's a God that happens to be an otaku. Fay is here to fuck shit up and simply annoy the shit out of everyone. All while not actually fighting anyone. Nope, she will not take a single fight seriously, let alone join most of them. She's simply here to watch and comment.
