Summary
What if Hydra wanted to perfect the Winter Soldier by having a younger version of him and trained by birth?Well,that's what's Project 241 also knows as ????Following the events of Civil war,the rogue Avengers being in Wakanda and Tony rebuilding the New Avengers.Eventually the rogue Avengers get pardoned but the world doesn't forgive them yet.But Tony Stark forgives certain members of them.
