Tony is slightly less worn down, so when he finds out that Spider-Man is a minor, he decides instead of taking him to Germany to create a training program to keep him away from Ross and get him ready to be a law abiding hero once he turns eighteen. That includes a suit that protects more than just his identity, a full list of his strengths and weaknesses, learning different types of combat, strategy and weapons (even if only to know how to dismantle them and how to evade getting harmed by them) and telling May.
Tony wins the airport fight by contacting local law enforcement and requesting a loan of a squad of snipers with tranquilizer guns.
