Passing of Bills

Augusta took her seat in the Wizengamot. She knew that today was going to shake things up. She smoothed her purple robes down as the meeting was called to order. When Dumbledore asked if their were any new members joining them, Narcissa stood and stepped to the center.

"I have been asked by the Heir of House Potter, Black, Peverell, Gaunt, and Slytherin to be their proxie. I ask magic to recognize me if my words are true," Narcissa said calmly. She felt Cheif Warlock staring her down as a seat appeared next to Augusta. Narcissa took a deep breath, and the next part of Harri's plan was about to be in place. "The Heir of Multiple houses have asked their seat to be moved to the central party."

The chair moved to the middle of the chamber, causing murmurs to erupt. She ignored the press frantically writing as she went to take her seat. She crossed her ankles and sat tall.

"Right, well, that means we need to change Chief Warlock," the minister said with a clap. He went and took the gavel from a stunned Albus and ushered him out of the high booth. "It seems that the head of the centralist will be the new Cheif Warlock. Please welcome our new Cheif Warlock Cyrus Greengrass."

Cyrus stood and bowed to them before taking his place at the Chrif Warlock podium. This was the first time since 1950 that Dumbledore had been ousted as Cheif Warlock.

"Thank you all now. Let us continue. Is there anyone else who wishes to take their seat?" Cheif Greengrass asked. When no one came forward, he moved on. "Are there any bills that wished to be introduced?"

"I have one from three heirs," Augusta said, standing. "My grandson, Heir Malfoy, and Heir Potter-Black have come up with a solution to a problem that had been brought here a few years ago about Muggleborns not knowing the culture they are being brought in to. They have suggested that school starts earlier for all wixen children to introduce them to our culture and teach them our history. It is a way we could also look for signs of abuse and neglect that Heir Potter-Black had suffered through before Hogwarts," Augusta finished. The bill completely written by the children had appeared in front of every member of the Wizengamot.

"My issue still stands," Lady Abbott said, standing. "Where will the children go?"

Narcissa stood and took a deep breath, "the children pointed out how difficult it is for some wixen to conceive or carry to term so their solution is to have the children be fostered or adopted by families who want children but may not be able to have them on their own. This would include checks from the wixen children's welfare department to make sure that every child is being cared for."

"Lady Malfoy-" Lord Nott started condescending, but Narcissa cut him off. "It's Ms. Black, actually," she said, keeping her back straight.

"Ms. Black then. It seems redundant to have the Welfare Department look into the children already safe in Wixen homes," he said with the same tone as before.

"Do you believe wixen are above abuse? Or do you think it shouldn't matter because they are wixen? My parents growing up used to practice their curses on my sisters, cousins, and myself often with my aunt and uncle's help so I know first hand that there is abuse in Wixen households and no child should have to suffer in that way," Narcissa said firmly. She clasped her hands together to keep herself from showing she was shaking at the memories.

"With that, I think we should vote," Cheif Greengrass said, cutting through the murmurs that were flying. "All in fair raise a lit wand."

The entirety of the centralist raised their wand, and most of the progressives had to Dumbledore's crowd being the only ones who didn't. The conservatives shocked the two women the most as they voted for it and against Lucius, who was the leader of their party. Even Lord Nott voted for the bill after everything was said and done it was the first time most everyone had agreed on something.

"Any other bills to be voted on?" Cheif Greengrass asked, ignoring the toad of the woman sitting next to the minster. Minstery employees could not introduce bills to the floor unless they had a house seat.

"Heir Potter-Black would like any vote from before they personally assigned a Proxie and after their parents went into hiding be taken off record for all of her houses as she had been unaware of the Wixen World and hadn't approved any of them," Narcissa said calmly. It was something that happened occasionally when an heir that is the last of the line want happy with how a Proxie had been voting for them.

"Now, wait a minute, Lily and James gave me Proxie over their seats. Those votes were in good faith," Dumbledore roared, finally snapping out of his stupor. "Further more as the headmaster, I was entitled to the Slytherin vote."

"Actually, Mr. Dumbledore James and Lily trusted their vote to my grandfather when they went into hiding after their husband, Regulus Black's, unfortunate passing. They had also entrusted their daughter's welfare to him, but after that, Samhain, my niece, was nowhere to be found and imagine our surprise when we found out that had been your doing. You are lucky we aren't charging you with line theft," Narcissa said heatedly. She had the documents in hand to prove her claims, and she was prepared for this fight.

"It has also been discovered that Severus Snape had been the one to tell He-Who-Must-Not-Be-Named the Prophecy that put a target on the Potter family and my son and daughter-in-law," Augusta added from her seat.

"He should not be allowed to teach them at Hogwarts, and my sister said that you refused her entry for the Heir Potter-Black and Heir Longbottom's potions lesson," Narcissa continued. "As such, Heir Potter-Black would like an audit done of their family's school. The Slytherin family is a proud one, and they would not stand for less than the best when it came to the school."

"So granted," Cheif Greengrass said with a firm nod. He hit his gavel to the podium and ended the session. "We will meet again in October for the fall meeting."

Everyone started to gather their belongings. They watched as Dumbledore stormed from the meeting hall. Augusta and Narcissa exchanged glances and hoped that he didn't go after Harri and Neville. They had warned them that it was a possibility so they were prepared but they were still teenagers.
