Harley's mom should have had Tony arrested
Tony established his pattern with Peter much earlier with Harley. Tony exploits a convenient child, verbally abuses him, gives the child powerful weapons without informing the child's guardian, and dumps the kid when Tony's done with him. The difference with Harley is that instead of lying, Tony commits the additional crimes of breaking and entering, trespassing, and stealing. (Harley has no authority to negotiate.)
What if Harley's mom made sure Tony was held accountable?

Tony had been enjoying his recovery from the surgery to remove the arc reactor. His adoring fans filled his suite with flowers, cards, and gifts. Pepper, Happy, and Rhodey fussed over him and made sure he was comfortable. It was so great Tony had extended his stay to almost two months to get more attention.
But now Pepper, Rhodey, and Happy were frowning as they walked in with a couple of suits, a couple people with badges and guns, a scowling woman...and that pussy kid from the sticks.
Tony sat up and said, "Hey, I don't think I'm allowed this many visitors at a time."
Pepper gestured to the woman and kid and said, "Tony, did you break into Mrs. Keener's house on your little side trip to Tennessee?"
Tony glanced at the woman, the kid, the cops, and back at Pepper. He said, "I HAD to, I--"
Mrs. Keener said, "NO, you did NOT have to break into MY garage. You did NOT have to bribe my son to HIDE your trespassing, using MY property for your own ends, and stealing MY daughter's Hello Kitty watch."
Pepper said, "It's been PR nightmare." She showed Tony a newspaper with a bawling child on it and a headline, "Stark crushes child's Hello Kitty dreams."
As Tony's jaw dropped, Mrs. Keener said, "You are a BILLIONAIRE Mr. Stark. You could have called one of your superhero friends for help or made a deal with the local repair shop."
She clenched her fists and continued, "And how DARE you give a flash grenade to a CHILD? Do you understand that he could have injured someone or himself? That Harley could have been EXPELLED?"
One of the cops said, "Mr. Stark, a warrant has been issued for your arrest. We'll be hanging around until you get discharged, so please don't try to leave the hospital without your escort."
One of the suits stepped up and handed Tony a paper. The guy said, "You've been served."
Pepper sighed and said, "In addition to the criminal charges, Mrs. Keener has filed a civil suit."
She looked over at the woman and said, "We're discussing terms of a substantial settlement."
As Mrs. Keener nodded to Pepper and turned to leave with her own gal in a suit, Harley looked back with the smallest smirk.
Tony KNEW he shouldn't have blocked the kid's calls.
