Billy's main power is the superhuman ability to warp and manipulate reality, allowing him to tap into various forms of mystical energy within the universe. Due to the nature of his powers, Billy has access to various forms of abilities:
Clairvoyance: he has the ability to gain information by other means than his physical senses. With brief periods of intense concentration, he can gain knowledge of a subject's location and its current state though not impossible for him to locate those he is unfamiliar with, or only loosely associated with him. He can also track down and sense or read someone's energy or those of the environment.
Concussive Blasts: Billy can generate and manipulate energy to project blasts of concussive force with different shapes and intensities, including, beams, bursts, bolts, and waves.
Creation: Billy can use his reality-warping abilities in order to warp existence and create anything from nothing.
Erasure: Due to his reality-warping powers Billy can disintegrate and erase anything from existence.
Elemental Manipulation: Billy has the ability to influence and control several elements and aspects of nature such as lightning, ice, water, light, and fire.
Flight: He can engage in self-propelled flight and can be able to give others the ability to do so. He can also levitate.
Teleportation: Billy can teleport himself and others over undetermined distances.
Summoning: Billy has the ability to summon and transport anything or anyone to his location.
Banishment: He has the ability to banish an object or being from a specific place to a certain place/area he chooses.
Healing: He can heal his and others' injuries. However, the effectiveness of this healing can be greatly affected by his will to do it or if he has trouble focusing his mind on healing the target.
Mental Manipulation: Billy can influence and manipulate others' minds, achieving a variety of effects.
Solid Energy Constructs: Billy can generate and manipulate energy to create solid constructs such as disks, orbs, shields, platforms, force fields, and other projectiles or constructions.
Telekinesis: He can levitate, propel and manipulate objects, people, and matter with his mind.
Telepathy: He is able to read and manifest his thoughts in someone's mind.
Transmutation: Billy can transmute and alter anything into anything else.
Other than his reality-warping power, Billy also has a special connection with his twin brother, Tommy. They have this emphatic connection that tells them what the other one is feeling. If one of them got hurt, the other will know, or if one of them is sad, the other will know.

Genius Intellect: Being taught and raised by his father, Billy is shown to be extremely intelligent and strategic.
Magic: With his powers, Billy can tap into the mystical force of the world and be able to use magic. His mother taught him witchcraft and a close friend of his mother taught him some sorcery.
Multilingual: Billy can speak and understand English, Japanese, and Hebrew.

Hero suit: Wiccan's hero suit is black spandex that has galaxy prints on the sides and his arms. He also wears a long red hooded cape that goes down to his foot.
Spellbook: Billy has a small spellbook that was given by his mother that has some spells written on it.
Personality:
Billy is a reserved and quiet boy. He mostly doesn't talk because most of the time his powers go awry when he's talking. Billy prefers to talk telepathically because he felt like it was a lot safer than talking using his voice, but he only uses this on his family and close friends and seldomly on others.
He is sometimes insecure about things, and he is sometimes afraid to use his powers because he is afraid that he will end hurting someone he cares about, but even of all these things he knows his brother will always be by his side. Whenever he needed someone he knows his brother will always be by his side and whenever his brother needs him, he will do the same.
It sometimes weirded some people out on how close he and his twin is but that didn't really bother them. Both the twins believe that the other one is their other half and if one of them got hurt the other one will feel it.
Relationships:
Thomas 'Tommy' Maximoff - He is Billy's twin brother. He is the more energetic and mischievous twin. Billy has a deep understanding and trust with Tommy. Tommy is overprotective of Billy and doesn't like it when Billy is hanging out with Katsuki.
Wanda Maximoff - She is the twin's mother and a former hero known as the Scarlet Witch. She cares deeply for her sons and will protect them with her life. She taught Billy many different things that involve Witchcraft. She is also hiding something that concerns the existence of the twins.
Victor Shade/Vision - He is the twin's father and a former hero known as the Vision. He cares deeply for his sons and will protect them with his life. He mostly taught Billy some defensive techniques. He and Billy have the same hobby of reading books. The twins know their father is an android but never question anything about it. He is also hiding something that concerns the existence of the twins.
Katsuki Bakugou - He considers Billy as his friend and partner. He has been in love with Billy since childhood and cares very deeply for him. He always has a soft spot for Billy. Billy always tells him that he is his number 1 hero.
Izuku Midoriya - Another one of Billy's childhood friends. He and Billy got along over their shared nerdiness.
Shoto Todoroki - Billy doesn't know much about him other than what Tommy tells to him. But from what he heard, he felt bad for him.

Tommy can run, move and react at speeds far greater than the average human. He can run from country to country in just a matter of seconds.
Tommy's physiology grants him greater stamina when compared to an ordinary human, allowing him to operate at peak capacity for at least several hours before he begins to grow tired. He is also capable of superhuman agility being more flexible and having greater balance, and he also possesses superhuman reflexes being able to react fast while moving at superhuman speed.
His powers also provide him with limited protection against impact forces and the high levels of friction that are produced when he moves at superhuman speed.
Tommy possesses a limited degree of superhuman strength, allowing him to lift about 800 lbs with his arms and 1 ton with his legs.
Due to the nature of his powers, Tommy's brain processes information at an accelerated rate to match his bodily speed, enabling him to perceive his surroundings while traveling at high velocities. To him, this makes it seems as if the world is going in slow motion. This also happens passively when he is focusing.
Other than his speed, Tommy can also generate hyper-kinetic vibrations that accelerate the molecules in matter, causing any solid object he directs his vibrations at to explode. He can also do this over great distances, disintegrating or exploding objects without much effort.

Gifted Inventor: Tommy has a knack for inventing gadgets. He can come up and make many contraptions in whatever materials he can find. The most notable thing that he invented is the family's robotic dog, Sparky.

Tommy is the more energetic and mischievous twin. He is the one who mostly does the talking for his twin, mostly because Billy preferred not to talk.
Tommy can be overprotective with his brother. He doesn't like it when Billy gets hurt or sad. He also knows that Billy feels the same way as him. They will always protect and be there for each other no matter what.

Victor Shade/Vision - He is the twin's father and a former hero known as the Vision. He cares deeply for his sons and will protect them with his life. He is the one who taught Tommy in the subjects of sciences and technologies because he notice that Tommy has an interest in this. The twins know their father is an android but never question anything about it. He is also hiding something that concerns the existence of the twins.
Katsuki Bakugou - Tommy doesn't like him very much. Tommy hated when Billy hangs out with him, he felt like he was stealing his brother from him. Tommy often teases Katsuki in a lot of things.
Izuku Midoriya - One of Tommy's childhood friends. He always finds it funny how similar he is with his brother and always teases him with his brother at their dorkiness.
Shoto Todoroki - Shoto feels a very deep connection with Tommy but he doesn't know what it is. Tommy often visits him whenever his father is not around and hangs with him.
Summary:
Since the emergence of Quirks, the mutant population has become a forgotten species of history. Some mutants still live in the present day, disguising their powers as Quirks and most of them are living in a hidden island nation, Krakoa.
Wanda Maximoff and her husband Vision decide to leave the island with their twin sons, William and Thomas, to give them more choices in their future.
This is a story of how two mutants become heroes.
