Admittedly, it’s a question Blathers has had for a long while, but this is the point where it’s crossed a threshold from idle curiosity to believing that these people he encounters every time Tom drags him into another development project can warp the very fabric of reality.
The Resident Representative doesn’t say anything, just smiling as they offer the oarfish.
