At first, only James, Elliot, and Annie were allowed near Harry and his new flock. Over time, however, the weres and vampires begrudgingly let other people see him. Over time, however, they let other people near the Foxling, including people his own age, once he reached 5.

Harry's cloak, which had holes to accommodate for his ever-growing wings cut into the back, wrapped around him as he dozed, right in the middle of the sleeping Coven. In the corner, two fully grown were-leapords heated up a pan of soup, ready to eat when Harry woke up from his nap.
-----
As Harry went through his fledging stages, his feathers started to grow in, prompting some of the vampires to collect the feathers he dropped. According to the Fire elementalist Lena, he wouldn't be able to fly for quite some time, but he would be able to glide from place to place and his instincts would naturally catch him should he fall.
