Sirius had always initiated their kisses. Maybe because Sirius had more experience. Maybe because he was more self assured and arrogant. Maybe because this meant so much to Remus and he was so scared that it did not mean the same to Sirius.
When Sirius finally told James about their relationship, Remus smiled while they hugged and James asked to never be given any graphic details, ever, please. Then later, when Sirius and Remus were lying facing each other in Sirius' bed. Remus lent forward and initiated their kiss.
Sirius was the happiest he had ever been, his best friend knew about their relationship and his boyfriend was now confident enough to initiate kisses.
