What is Jack and Maddie knew that Phantom was their son like obviously they didn't know in the beginning but like somewhere along the way like within a couple of months of him being phantom so they figured it out and they decided to keep hunting Danny so that they didn't alert Danny to the fact that they knew because they were hoping that eventually Danny would trust them enough to tell them and throw all of this emotional turmoil they have slowly started to build their trust up with Phantom and Danny by Proving that they're trying to learn
As for their weapons? they brought the voltage down on their weapons so that if it actually hit him, it wouldn't even hurt at all and they're aiming to miss for this idea.

which spawned the idea of if they captured him that would be the reveal Obviously it did not come the way they wanted it to it was not in Danny's field for him to choose his comfort which is going to draw some setbacks to gaining his trust again but it will also strengthen it eventually because now Danny knows that his parents weren't Chasing him down to hunt him At least not after the first couple of months of them observing the ghost in the way they interacted
Because after the portal opened it did not take them long to realize that most of their research was contradicting itself at best which makes it not valid
