Andromeda's current location and situation have not yet been revealed.
Teddy is currently in the Wolfswood being cared for by Sara Snow, Cregan Stark's bastard sister. In this AU Jacaerys Valaryon married her in secret following an evening of alcohol and teenage drama. Jacaerys then flew south to war with promises from the North that they would march south to support him. Whether Mama Rhaenyra would have supported the marriage or demanded an annulment after the war quickly became irrelevant as Jacaerys died shortly thereafter.
Why does it matter?
Allows for me have a dramatic conflict at the start of the story. Powerful people want to murder Sara's baby because he is a potential claimant to the throne.
Second, I love to refute straightforward interpretations of prophecies. Rhaegar abandoned his wife and children in order to seduce a young girl because he was a fanatical believer that a Targaryen/Stark child was the key to victory against the Others. Introducing alternative candidate number one.
Third, Teddy needs a playmate to grow up with. Now he can have his own little angsty Sasuke-figure muttering about Fire and Blood and pouting about life not being fair.
