As an orphan on the streets Duo, and everyone he knew, had used the 'it's my birthday' con a time or two. Though, to be honest, he preferred to straight up steal something instead of scamming. He felt less guilty that way. He justified it to himself by the fact that he didn't actually know what date he was born on so it might actually be his birthday.
As an adult, though, he needed an actual date because every piece of paperwork, and there was a ton of them, required it. He found out very quickly that making up random dates caused more problems than it solved.
So, after some serious thought he finally settled on the day he first met Heero. It made sense since that was the first time that his life really made a change - for the better.
