Chapter 1
When Steve woke up he knew that for the first time he was in a world without Bucky. When SHIELD broke the news that he was asleep for almost 70 years, Steve knew he had to talk to the council. Steve started to walk away from Nick Fury, but Nick called after him.
"Where are you going? You need to come back to SHIELD with us."
Steve turned. "I'm grateful that you woke me from the ice, however there are some things that even SHIELD doesn't know. Now if you excuse me I have to go find my family."
Steve started to walk away and as he did, someone appeared next to him.
"Steven, you look like you gained 5 years."
"And you look like you lost 15 years, Kat." Steve replied.
Kat laughed. "Don't look now but some people are looking like someone killed their puppy."
Steve sighed. "Can we just go home? I need to talk to Becca."

You see, Steve has secrets that not even the best government agencies know. Steve is a werewolf and the council is composed of werewolves, vampires, dragons, King T'Chaka, and others. Steve was on the council before the war. Steve was also co-CEO of a big tech company that was producing stuff in the 1940s that Stark Industries is producing now.

When Steve approached the apartment building that the Barnes' owned, Steve was nervous. Even with Kat by his side, Steve couldn't help the feeling that the Barnes wouldn't let him back into their lives. Steve climbed the stairs and knocked on the door of apartment 3C. An older woman opened the door.
"Becca!" Kat exclaimed. "You look amazing!" Kat then walked into the apartment leaving Steve with Becca.
"Hey Beccs. It's been awhile."
"Oh, Steve." Becca sighed. "Why don't you come inside and let's talk."
Steve walked inside the apartment and noticed that not a lot had changed. More pictures filled the walls and it had gone through some remodels but it had the same look to it that it had the last time he was here. Becca led him to a couch and Kat was perched on an armchair nearby.
"Steve, it's great to see you, but how are you alive? I mean it's been 70 years and you were in ice." Becca started to ramble. "Not that I'm not happy to see you but what happened? I need to talk to"
"Becca" Steve interrupted. "SHIELD found me and defrosted me. I think the serum and being a werewolf kept me alive." Steve paused and took a big breath. "I understand if you never want to see me again because I got Bucky killed."
"Steve, you're part of our family too." Kat spoke up. "We mourned for you, just as much as we did for Bucky. And it wasn't your fault."
"I think we should catch you up on what you missed." Becca adds. "Do you want to take on the role as a council member again?"
"I think we should do it together, Becca, cause SHIELD will want me back." Steve says.

Steve walked through the produce aisle looking for Dragon Fruit when he was approached by Natasha. Steve looked up and frowned. "Agent Romanoff, I will not work for SHIELD. I don't care what Fury has to say, but most of the people are fishy and not in the normal spy way."
Natasha froze. "What do you mean?"
"They act like the spies I met during the war. They are hiding something big. Also some looked suspiciously like the Hydra people I met." Steve paused and took a breath. "Agent Romanoff, I did some digging into places you don't have access to and most of SHIELD is Hydra."
Natasha looked shocked. "I thought Hydra died out years ago."
Steve shook his head. "It appears your information is false."
"I have to take this back to Fury." Natasha states. "Also call me Natasha."
Steve turned back to looking for Dragon Fruit as Natasha walked away. Steve groaned. "Why does no one have Dragon Fruit?"

Steve walked up to the holograms and bowed respectfully. The council members noted back and the spokesperson for the vampires spoke up.
"Steven, it is lovely to see you." Amber says. "Will you be taking back over for Becca?"
Steve shakes his head. "Becca knows more about the things of the world than I do."
Amber nodded. "That makes sense. Let's get started."
The meeting started and everyone gave their report on things that are happening in their areas and it was a pretty routine meeting, then Charles Xavier spoke up.
"I have a question. The human governments are getting more complex and are putting more limits on mutants. What are we going to do about that?"
Steve praised for a moment, then answered. "I think we should continue to do as we have, but keep a closer eye on the governments. If push comes to shove then we can make a decision."
The rest of the council nodded and agreed that was best.
"Any more questions or comments?" Amber asked. When no one spoke up, she said; "Alright. Council dismissed."
