Firstly,
This story is pro-accords. They definitely needed work but the general idea behind them, I totally support. If there were superheroes in real life, I truly don't think I would be concerned about which side my fave was on; I would be begging them to see that they scare me.
These documents legitimize them. They henceforth operate under legitimate cause and with public backing. Not only do these documents force accountability, it also allows them to grow and be better. It also gives them rights beyond the sovereignty of their birth country. Should they choose, they have the right to refuse to take action. Should they choose, they have a right to who they team with. This document was meant to solidify the relationship between supers and baseline humans.
They needed work. I don't believe in the Enhances Registration Act and the Sokovia Accords are not it. They are not interchangeable. Do they take from each other in some aspects? Yes. But they are not the same. If they were, I would be firmly against them. But the Accords are a contract. A willing contract between enhanced and the sovereign nations that uphold the Accords. Contracts can be revised. The tracking aspect, I don't support it unless the Enhanced is in an active mission. The rules about entering political conflicts and acting on behalf of a country, I agree with. Most of these supers have made the USA their home. That can be considered dangerous. The condition of taking blood samples is also suspicious. It could be dangerous for a single entity to have access to that data. The condition for no alias is also dangerous, there are minors and others whose anonymity is imperative and in their place should be a proxy. These are all things that can be adjusted. The Accords are a show of faith: that the Enhanced beings promise to be responsible, to have oversight, to have failsafes, to understand their limits, and to work in tandem with the rest of the world.
Marvel doesn't really understand international politics and I think that misinformation allowed for such a divisive play out of this plot. Secretary General Ross would have like zero interactions in this part of politics. Maybe behind the scenes and on American soil with Colonel Rhodes or Sam Wilson, but not with the rest of the team who sworn have no fealty to the military or the USA. But the Raft??? Highly Illegal, unless JTTF (joint Terrorism Task Force), Interpol, or the Hague had requested them to be there. But him there, highly illegal. It's a black site. Him just being there makes him complicit as black sites are highly unconstitutional and purposefully clandestine. It would make sense if he had a role in the CIA but that opens a whole other can of worms. Basically, legally, he shouldn't be there. Of course, he's a bad guy so it makes sense that he was there as a plot device but only there. His being a part of the Accords Committee doesn't make sense unless he was appointed but that would be an ill-conceived show of aggression as the committee is meant to be made of a panel of UN delegates and ambassadors.
Also, King T'Chaka is not on the UN Panel. He spoke at a meeting about the Sokovia Accords as a supporter and I think one of the authors but he is not a member of the UN panel. Wakanda has an ambassador and their ambassador would be in charge of speaking on behalf of Wakanda. Same goes for Ross. He is not an ambassador.
The accords are accountability. They need work but the basics are necessary. When people die and lives are ruined, they aren't just collateral. When infrastructure is destroyed, it isn't just collateral. Some things can't be avoided, but they shouldn't be repeated. And they were. And maybe this doesn't make for a good movie, no ripped-down-the-middle buildings or wailing ambulances and children. But idc.
