Summary
The following information will explain the roles of these two characters in the field of Medical Ninjutsu.
Note
This post is not directed towards Ino Yamanaka and Hinata Hyūga in a harmful or disrespectful way and is for information purposes only.My aim is not hate or discredit the characters mentioned.

The anime of Naruto and Naruto Shippūden is full of filler arcs that complete empty spaces in the timeskips.

Several times Studio Pierrot's filler episodes have been released before clarifications or statements made by Masashi Kishimoto in his manga or even in his databooks, so there are many anime only techniques that are later deemed impossible due to small details in canon.

For this reason, I do not support the anime or the work of Studio Pierrot in regards to Naruto

Furthermore, these fillers include some actions that these characters are unable to do in canon according to official sources and, because of this reason, they also generate unnecessary debate among their fans on social media.

This post covers a little aspect about the previous statement.

Many female characters have shown to be proficient in the art of the Mystical Palm Technique, or the art of using ninjutsu to heal woulds: Medical Ninjutsu. However, the canon states otherwise in certain aspects.

Hinata Hyūga:

Due to her lineage of the Hyūga Clan, Hinata has learnt jutsu that require very precise chakra control

The Gentle Step: Twin Lion Fists is a jutsu passed down only to the members of the Main Branch of the family of the Hyūga clan.

She used this technique two times: the first time in her attempt to stop Pain from hurting Naruto, where she was quickly defeated without the possibility of knowing the nature of the jutsu; and again against the Ten-tail clones during the Fourth Shinobi World War, to enhance the power of the newly mastered Eight Trigrams, Sixty-four Palms off-screen. In the movie The Last: Naruto the Movie, the technique is shown again, but is ineffective.

Hinata is the only known user of this technique because, at the time, it was a replacement for the Eight Trigrams, Sixty-four Palms, the most powerful jutsu of the Hyūga clan that she had trouble mastering.

Because this jutsu has never successfully landed a hit on a target, its power is actually unknown. Without the help of the databook, the Twin Lion Fists would be a technique that is powerful due to its description, not of its accuracy. The only thing Hinata has successfully managed to accomplish is change the shape of her chakra into lions.

However, this is not really the reason Studio Pierrot decided to make Hinata a user of the Mystical Palm Technique in the filler because the fourth databook was released in 2014 and this episode was released in 2012. Personally, I think the reason is just the sexist notion that medical care is a female trait, so they made it a kunoichi staple in the anime with whatever female character they could find fulfilling this role. In the manga, medical ninja are both men and women, as seen with Konoha Hospital's staff.

Naruto Shippūden episode 293.

Masashi Kishimoto clarified in the fourth databook that this scene would be impossible. Hinata would not be able to perform the Mystical Palm Technique, not only according to official sources, but also according to the nature of her abilities.

For instance, the Mystical Palm Technique is composed of physical energy, also known as Yang Release. Neither Hinata or any member of the Hyūga family have this chakra affinity.

Although this feat was shown only once in a screenshot scene, it has generated intense debate among her fans. Many people believe that because the Twin Lion Fists is described as a technique that requires delicate chakra control, she could to perform the Mystical Palm Technique or become a medical ninja.

Her control of the Gentle First and chakra stem from her Kekkei Genkai, Byakugan. She needs it in order to be able to perform her clan’s techniques. However, Hinata’s chakra control doesn't develop to rival that of a medical ninja as people claim. This is stated nowhere. Gentle Fist techniques are taijutsu with infused chakra, but they don't rely on chakra control to be effective.

In addition, another filler of Naruto Shippūden makes a similar point with the sealing of Isobu with the Four-Corner Sealing Barrier.

Naruto Shippūden episode 103.

This Barrier, created by the Fifth Hokage, is to be performed by Shinobi with specially good chakra control. For this reason, Sakura Haruno, trained personally by Tsunade in medical ninjutsu and at the time, top 3 medical ninja of Konoha, and Ino Yamanaka, trained by Tsunade in the anime, are chosen by Shizune to perform this task.

Hinata is chosen because Shjzune states her chakra control could fill in the role or a medical ninja's chakra control prowess, but just because the rest of the girls are trained medical ninjas doesn't mean Hinata is or could become one as well.

Ino Yamanaka:

According to the manga and databook, Ino learnt medical ninjutsu during the timeskip and she is shown using it two times in canon.

Her knowledge on the matter is introduced with Asuma Sarutobi's death, where Shikamaru Nara asks Ino to use her medical ninjutsu to heal him, and then she performs it for the second and last time when Naruto Uzumaki exhausted all his chakra using Rasenshuriken against Kakuzu.

Her description on the matter is quite vague and basic, stating that her "skill level is high enough that she can make an immediate judgement about the condition of a patient”.

In reality, Ino has never healed a wound using medical ninjutsu. With Asuma, she could only use Mystical Palm Technique to assess that he had been hit in four vital spots and couldn't be saved. This fits with the description given by her databook profile. In the official manga coloring, she wasn't using Mystical Palm Technique on Naruto the second time she used it, but regular Chakra Transfer Technique to refill his chakra, although he was still exhausted and needed to lean on Chōji Akimichi to walk, indicating that no healing was performed. Later on, he appears in Konoha Hospital where Sakura heals his broken arm. Nonetheless, the scene could be interpreted as using the Mystical Palm Technique to refill chakra, as that's one of its uses.

I searched if the anime had an explanation of their own for this, since according to them in their fillers Ino healed one octopus, and they added one scene where she says her medical ninjutsu can provide first-aid. However, I think the scene can interpreted as having enough chakra left to perform first-aid. In the manga, she says that she is the member with the most chakra left because, in reality, she didn't battle or participate directly in the fight so she had enough chakra to spare.

This piece of information is irrelevant to the level of proficiency she really has, because the databook states that she mastered medical ninjutsu with a level high enough to evaluate the condition of patients and that is what she showed.

Naruto Shippūden episode 89.

Studio Pierrot had other ideas to justify that Ino could use medical ninjutsu and they wrote three different episodes for more contextualization:

In one of the most famous episodes, Ino asked the Fifth Hokage to teach her medical ninjutsu because she found it tough to learn her clan's techniques. She was tested by Tsunade for three months, the same time it took Sakura to learn the Mystical Palm Technique.

Naruto Shippūden episode 406.

In the episode, it's said that octopi are easier to heal because they have more hearts, so it's the only animal Tsunade gives Ino to practice. She gets guidance from to assess the condition of the “patient”, while Sakura, more advanced in the field, studies medical scrolls.

It's referenced that Ino learnt the basics of medical ninjutsu, the Mystical Palm Technique. No more information is given.

In the following episode, Tsunade tells Inoichi Yamanaka that she never intended to make Ino a medical ninja, and that she underwent the training so she could learn to control her chakra.

Naruto Shippūden episode 407.

It's not true that she became Tsunade’s apprentice or that she learnt anything beyond patient assessment.

In another filler episode, while setting a barrier to seal Three Tails, which was to be performed by kunoichi with good chakra control, she reminisces a moment during her training in the medical field where Sakura guides and encourages her like an apprentice, and she's practicing on fish, not octopi.

Naruto Shippūden episode 103.

The veracity of the anime is dubious because Ino doesn't know who Katsuyu is, and anyone that is close to Tsunade or knows her well enough, knows about her personal summon. In the anime, this scene was changed so that Ino knew Katsuyu.

Given this contradictory information, one of the popular claims about Ino is that she's a renowned medic or that she could replace a medical ninja's skills, but this is not the case.

1. Ino can't really be considered a "professional" medical ninja because her skills are very vague and basic. She learnt it from somebody, but she has never been able to heal any wound or been able to provide aid to other medical ninja. She wasn't called to fill the ranks of the Logistical Support & Medical Division despite needing personnel.

2. All her scenes healing people are filler. In fact, she can only heal in the anime.

3. Because she was raised by florists, Ino knows a lot about flowers and which are poisonous, but she didn’t learn about poisons or how to craft them. The branch of poisons within the field of medical ninjutsu is for defense. In Sakura Hiden, she didn't use poison, what she used is a poisoned kunai she took from Magire, empitied it and coated it with an anesthetic that she had equipped.

When she said "my own anesthetic" she meant that she had replaced Magire's own poison with another formula of her own, swapping the contents.

In fact, wielding poisons is part of the standard equipment of shinobis. The second databook confirms that secret medicines are part of the ninja tools that a shinobi must always have during missions.

4. Mind Body Switch is a jutsu to overcome a target's senses to control their bodies or read their minds, but it doesn't mean they're experts in psychology or the mind itself, so that's not the reason why Ino decided to assist Sakura with her Therapy Center for children, nor did theyopen the clinic together.

The novel explains in the first five pages that Sakura came up with the idea and worked on it alone before sharing it with anyone else. It was because Sakura was overworked and exhausted that Ino decided to assist her by participating in meetings and going to other villages with her. So no, Ino isn't the co-director or co-founder of any clinic, or is there an actual name for it. In fact, the facility itself isn't an independent organization but a branch within Konoha Hospital, so whoever is the director of the hospital is also the director of the clinic, and currently it's Sakura Uchiha.
