Though it's more one-sided, and iwagakure gets more money than their villager. Jobs and work are hard to find, and most are going hungry.

Eventually, they decided to use him as a distraction that would end up with his death. Apparently, they had dime grudge agents Konoha, probably got an ass wiping, and the idiots want to get them back.
