Summary
After years full of fighting the Civil War in Uzushiogakure has finally ended. The winning side, however, doesn't want to put a new Kage in office. Therfore, a lot is going to change in Uzushio.How are the other villages going to react to this drastic change? What role will Uzushio play after the disappearance of the seventh Hokage, Uzumaki Naruto?

Chapter 1

Civil War in Uzushiogakure finally ended

After years full of fighting Uzushiogakure proclaims itself a democracy. A new concept invented by the political scientist Solon.

The village had struggled with political problems ever since it was reestablished after the Fourth Shinobi World War. Two sides fought over the main political power.

The older generation that grew up with wars was in favor of the well-known Kage system which is also established in all the main villages. However, a lot of younger people were also supporting this conervative movement. Since it is a well functioning system the conservative party wanted to appoint a Kage from their side that could represent Uzushiogakure in front of the other villages.

Nonetheless, the winner of this years long Civil War isn't the conservative party but the so-called liberal party. They are against the Kage system and want to separate the government and the legislation. Internal sources say that they want to establish a difficult political system unlike the Kage system. This new system supposedly splits the political power between several different people. We also got the information that said people do not need to be shinobis and will be voted by the general public. Untrained civilians could make decisions they are not educated on. What is this winning side going to do to the losing conservative party? How will the new government deal with the remaining civilians that oppose the new system? This raises the question whether or not such a village can even be safe for its non-shinobi inhabitants.

Is Uzushiogakure going to be a safe place to live or are we going to experience another wave of refugees? Experts deem this possible. So should we prepare accordingly?

The Kage already called for an emergency meeting to discuss their next steps. It is still questionable whether or not they are going to intervene. However, the Hokage's advisor Shikamaru Nara stated that "there are going to be a lot of inspections in the next few months to figure out whether or not Uzushiogakure could pose a threat to the other villages."

"So, what are we going to do?" an exhausted Naruto Uzumki asks the other Kage while waving around the current edition of the Konoha's News.

Shikamaru Nara sighs, "The public shouldn't have got knowledge about this that soon. I still have no idea where they got the information from that we called for an emergency meeting. They basically ambushed me just to get this brief statement. We'll have to do something so that there won't be a mass panic among the villages. If we aren't careful we might have to deal with an economic collapse. People are scared of this new movement."

"We aren't even sure about this new movement ourselves. Rebuilding Uzushiogakure was a good idea but even before the official Civil War there were problems in Uzushio. Tons of rumors suggested that they had similar practices to Kirigakure when it was still called the Bloody Mist," the current Kazekage, Gaara Sabakuno said.

The Mizukage, Chōjūrō, looks unsure as he say, "If those rumors are true, we can only hope that the new government in Uzushio won't continue that practice. Kiri is still trying to work through the past. Even nowadays, we have people that want to regain our title as the Bloody Mist."

"I suggest we wait till the new government is formed and watch their every move, " Kurotsuchi, the third Tsuchikage suggests.

Darui, the Raikage agrees, "Mhm, meanwhile we have to reassure our people. We can't risk an economic collapse."

That's how the emergency meeting of the Kage ended. They all agreed to watch the situation and react only when necessary.
However, what they didn't know when they ended their meeting, was that Uzushiogakure's Civil War didn't just end without a blood bath. It was already a well-known fact that the Civil War didn't continue without violence, but it involved numerous deaths of shinobis as well as civilians that got involved in this war.

Oftentimes a civilian was given a bomb from the opposing side for a suicide mission killing patients and doctors in hospitals or students in schools.

The Civil War separated families, shinobi families just like civilian families. A daughter killing her own father because he wouldn't join her on the conservative party wasn't anything unusual. There was a case where a mother pressured her son to become the next Kage even though he was on the liberal party. They clashed so badly that the mother threatened to kill her daughter just yo get her son on the conservative side. This tragedy ended in a bloody way as the daughter killed her mother for her older brother's sake. The siblings didn't see another way out.

As there was no way a citizen of Uzushiogakure could escape the war without leaving the island. But leaving wasn't quite as easy as it sounds. The conservative side stationed shinobis on every port that controlled what and who went in and out of the island. A few people were able to hide on the ships to leave and seek refuge in Konoha, Kiri or Kumo, but the ones that were found by the conservative party were killed on the spot or put in education camps where they were either never seen again or not the same person anymore as they couldn't handle the trauma as well as the torture.

Only a few of those tragic stories made their way out of Uzushio, as a lot of people were scared of possible consequences or just simply didn't say anything because they wanted to forget about the blood bath in their home that they sometimes even took part in.

There was even an saying that as an escapee you should never tell anyone that there was a Civil War in Uzushio. The conservative party was basically brainwashing their supporters to never even whisper a word about the situation in Uzushio. They feared that the other villages, especially Konoha would intervene if they heard how bad the situation actually was. And if they would have intervened, there was always the risk of the other villages joining forces with the liberal party that was known to be less violent.

The people who have been a part of the liberal movement could recall the scary story about a university they freed from the conservatives. The conservative party tried to minimize the output of all kinds of information. Students weren't allowed to write their papers about the political system in other countries. They weren't allowed to utter a single bad word about Uzushio or the Civil War. If they ignored this rule they would be put in education camps where they were told to never talk or write about the Civil War. Their methods were very efficient as every student that didn't die in those education camps, joined their side and supported their agenda. Nevertheless, they weren't able to cover up the Civil War. The other nations do know about it. They are just unaware of how bad it actually is.

The refugees knew that there was barely anything they could do the moment they escapef Uzushiogakure. The villages already decided in an emergency meeting years ago that they wouldn't engage in Uzushio's Civil War. Nonetheless, they decided to welcome the refugees with open arms.
