Or The True Face Of Illicit Support Gear

The United States and Japan have two fundamentally different approaches to Quirk Regulation, Japan believes in total regulation prohibiting all Quirk Use that is not officially sanctioned by the government, this includes harsh regulation and red tape surrounding the creation of Support Gear.

Within the context of My Hero Academia all support companies or even licensed engineers employed by hero schools are required by law to submit their designs to a independent regulatory commission for review and revision- this is meant to prevent the creation of weapons and more broadly fraud. This process ensures that when everything is running as it should that civilians DON'T have support gear and it seems to work quite well for the most part, sure there are black market dealers (mostly supplied by the politically motivated Detrenat) but until the formation of the Paranormal Liberation Front it was practically a non-issue.

The United States is a much more 'liberated' society (by the Meta Liberation Army's framework at least) with Quirk Use Rights being protected by law. While it would be disingenuous to assume that Support Gear is similarly unregulated or that powerful weapons are available over the counter- it also stands to reason that more destructive Quirk Enhancements fall under the constitutional protections of the Second Amendment and are therefore available with a clean background check- or plentiful if you're willing to attend more 'informal' venues similar to modern gun shows.

From my limited imaginings this creates a intensely profitable market for those willing to traffic these kind of devices overseas.

For specialized orders it would be relatively simple for a skilled Hacker to construct a false identity digitally, stolen personal information such as credit cards or social security numbers could make this easy even- these false identities can then be used as a sock puppet to purchase specific support items from legitimate companies to be funneled into the black market- and scraping the second hand markets could allow a American opportunist to get their hands on immense volumes of semi-legitimate product with a minimal paper trail.

And once these items have the serial numbers sanded off they're a plentiful commodity ready for overseas export. Japan and the United States have strong diplomatic ties in our own world- and with the advent of All Might as a constant PR win for the good ol' US I don't see that changing- this means that Support Items shipments hidden within legitimate cargo ships are far less likely to get stopped or have their cargo discovered until they reach the island nation and the local middle men capable of brokering deals with the various villain groups... all at a tidy profit for offshore backers.

This would be an absurdly decentralized operation as well, countless sellers, countless buyers, all obscured by a veritable legion of middle men (perhaps making use of the existing broker system?) and contributing to the endemic problem of well-equipped villains.

I imagine America has a lot more random support equipment made by a guy in his garage when he was bored that turns out to be kind of dangerous like those people who build flamethrowers at home or make the killdozer.
