*Lily was an Imposter. Which mean, 1) Imposters have something akin to magic, enough that they can go to magic schools, 2) Petunia was not Lily's biological sister and therefore not Harry's aunt and 3) there are no blood-wards set up around the Dursley property negating any reason, beyond "Family" (and Dumbledore's own plans), for Harry to be at the Dursleys.
*All "witches/wizards" are Imposters - no magic AU. The Imposters came to/wound up on Earth centuries ago and had no way of getting home or contacting anyone from home, so they used their abilities to blend into human society and lived among the humans as "humans". There are still Pure-Bloods, Half-Bloods and "Muggle"-Borns, just with Imposter rather than wizards. Unlike with wizards, most (if not all) humans are not thrilled at the idea of having an Imposter in the family. In fact, they are quite terrified at the idea. While there is a school for just Imposters, it's not advertised as a school for Imposters, not even to the parents/siblings of the "Muggle"-Born (Human-Born) Imposters. Because there are no Horcruxes, Voldemort isn't (as) insane and understands genetics and genealogy. He still doesn't view non-Pure-Blooded Imposters as anything worthy of anything, beyond acknowledgment that they are Imposters, and still has no problem kill them - but would like to avoid that if he can simply because Imposters are still few in numbers compared to Humans. Dumbledore isn't as good as he pretends to be. There is no such thing as "Animagi" as all Imposters can shapeshift into other people/creatures; but Imposters do have their favorite/default person/animal forms. And Imposters can always tell another Imposter apart from humans/animals.
