Summary
Quirkless.20% of the world's population is classified as Quirkless, and Izumi fell into that category.Or did she?The truth is the 'Quirkless' are really Mystics in hiding.And the one who rules over them is Mystic Mother or Helena Rosemarie Potter, the Girl Who Lived/Witch Who Won.After inheriting the Hallows, she found herself unable to die as her friends withered and eventually the Mystic World gained her as their queen as pureblood lines vanished.She reigned over them for 400 years and has been on Earth for 500 years.One day while on a business trip to Japan, she meets 4 year old Izumi who posseses strong magic and the Hallows choose her as an heir.So Helena takes her as an apprentice and heir, thus changing the original plot.What will happen when years later Izumi returns from England and meets a certain Gamer Boy?

Chapter 1

Quirkless.

One word that can shatter a person's life.

That happened for Izumi Midoriya.

"Deku! Where are ya?!"

"Heh, maybe she got scared off."

Izumi was currently hiding from Katsuki and the other bullies.

Since he heard she was quirkless, he became aggressive to her, pushing her around. And the teachers don't even repremand him.

Turns out if you have a quirk, especially a powerful one, they turn a blind eye, saying it's a phase the kids go through.

Izumi sighed in sadness as she wondered off to trip down a hill.

But as she got up, she heard a voice.

"Are you alright sweetie?"

Izumi looked to see a lovely lady with a gentle smile.

She had jet black hair that was short, reaching her chin, a little messy but stylish at the same time. Her eyes were the brightest shade of green she'd ever seen and she had a lightning bolt scar on her forehead which did little to make her aristocratic features unattractive. In fact it made her look strong. She was dressed in a business suit, but in dress pants rather than a skirt.

And from the long black fur coat on her shoulders, her aristocratic features, and the ring on her hand which looked old, she obviously came from a very wealthy family.

Helena Rosemarie Potter was a strong Witch that has lived longer than most mystics and they existed long before quirks for centuries.

With the rise of Quirks came the fall of the Statute, and many mystics are living freely among the quirked. But they kept the tradition of nobility ruling them. As All her friends and even many pureblood families were gone and she was practically immortal thanks to the Hallows, the Mystic World made her their queen, or Mystic Mother as they called her.

In her 500 years, she was never caught off guard until now.

A little girl no older than 5 with black/green hair, adorable freckles, and equally green eyes stumbled with tears, looking like she was chased.

It felt like seeing a younger version of herself.

But as Helena helped her up, she had a strange feeling come over her.

This child had powerful magic that would awaken soon.

Probably as powerful as her own.

She can tell as the Elder Wand in her Wand holster vibrated. As well as the Ring.

She had a feeling what this could mean.

"What is your name, sweetie?" Helena asked.

"I-Izumi Midoriya." She stuttered.

"Well, why don't we get you home? I would like to chat with your mother. And no you're not in trouble dearie." Helena smiled as she used a portal to get them there.

Izumi looked amazed. "Wow! Do you have a warping quirk?"

"No, I'm not a quirked. I'm a Mystic." Helena smiled as the door opened.

"Izumi! What happened?" Inko fretted.

"I'm okay, mama. Miss Helena helped me."

"Mrs. Midoriya. Do you mind if I chat with you? It's gonna take some time to explain." Helena asked, and Inko gratefully accepted as she made tea.

During their conversation, both Inko and Izumi learned something unusual.

It turns out quirkless people aren't what they seemed.

They were actually Mystics.

Hiding from prying eyes. In fact people could either have a quirk or Magic. Never both. In the past, mystics thought that quirks would extinguish magic, but it didn't happen. In fact it was usually cases where a quirked person was born in a Mystic family or a Mystic appearing in a quirked family.

Helena then gave a rundown of the Mystic World from the past. Including the Statute of Secrecy which died as quirks emerged. Many purebloods dwindled in number, multiple things had to be fixed. Especially with the Ministry as they were controlled by the small number of pureblood mystics. And in time Helena became the Queen, as she told them her story.

Izumi was amazed looking at Helena, like she was the answer to World Peace.

Then Helena gave them a real shock.

"Izumi has magic that would awaken soon. Powerful magic. And I would like to train her."

"What? Train me?" Izumi pointed to herself.

"Yes. I believe not only you can be a great Witch, but also my Successor. My time will finally come with the next two decades. Besides, while there are plenty of heroes for the Quirked, there aren't many for mystics and outcasts. Plus this society singles out those with undesirable quirks or those deemed useless or villainous. I dont believe that there are good or bad quirks. An old friend once told me, it's not our abilities that determine who we are, but our choices. Izumi, The way that boy Bakugou treats you with his quirk. Would a real hero do that?" Helena asked.

Izumi was surprised but she knew the answer.

On the news, she never saw All Might do anything like that. He always helped people, making sure they were safe, even in the face of danger. There were others too, like Backdraft and Thirteen who put the safety of people first.

Now that she thought about it. Many heroes she saw usually charged in, and they cause some damage fighting villains but they ignore that to get fame.

What is being a hero now?

Helena knew she didn't need to answer.

"In addition, I propose that we have you move to my home." Helena said.

"Move?" Inko asked.

"I can set you up with a fairer life there. In fact, my society is more accepting of those who had quirks deemed useless or villainous than this one. We even help former or runaway villains by giving them a second chance at life." Helena smiled.

Inko thought this over.

Her husband Hisashi was kicked out of his family when they wanted him to divorce Inko after Izumi was confirmed to be quirkless and he refused. He married into her family anyways and he had a good job as a welder thanks to his minor fire quirk so he didn't care. He still loved Izumi everyday.

But then he died from a villain attack as he was heading home, she received many condolences, but the hero that caught the villain responsible never did. He was focused on fame, boosting his rep. It didn't matter to him that the villain also killed 6 other people in the process before he finally arrived. And press called them casualties.

Not even their names were listed as they had minor quirks!

If society would be that unfair to her, she can imagine what her daughter would face.....

"I accept the proposal but I also ask if my parents can come too. Aside from my daughter, they are all I have left."

"Of course. I'll also let you keep in touch with only those you trust, as long as they don't tell anyone. At least not yet." Helena smiled.

Inko knew she could rely on Mitsuki Bakugou as they were childhood friends. While it would be sad, they would stay in touch.

As Inko made calls to her friend and her parents, Izumi looked at Helena.

"I guess I really can't be a hero like I wished." Izumi said with a little sorrow.

"Don't worry. You can be more than a queen. You may not become one in the common sense. But......

If you are willing to help those who are ignored or shunned.........just by helping and protecting them...........you can be a hero to those people." Helena said patting Izumi's head as the latter teared up with a smile.

By the next week, it was announced at Katsuki's preschool that Izumi and her family moved away. No other details were given.

Unfortunately for some people, now that Katsuki did not have Izumi to push around, they would learn the hard way not to ignore a child's plight.
