1: During the 75th annual reaping, the names of the female tributes are about to be called. Everyone believes that Katniss is the only living female victor for twelve, but all of a sudden someone is singing. A victor they thought to have died walks up the middle, snakes following her as she sings the song that Lucy Grey sung when the snakes came to her. It turns out that she is a lost victor from the covey that Lucy grey came from. She drops her name into the bowl, keeping eye contact with Effie, ensuring that her name is chosen instead of Katniss’. She is chosen, and uses the games to makes Snows life a living hell.
2: the oc is Snows child, she is the same age as Finnick, and has grown to despise the games. She works with Plutarch to save the victors. When each victor dies, instead of collecting the bodies, she takes them to the underground hospital, set up directly underneath the arena, reviving the tributes so none die (Even Finnic). She waits until the meeting of the victors, where they vote on the hunger games for the capitol children, to send them in and reveal that they are all alive.
