"Well, Izuku seems like an interesting guy," started Harry.
"Yeah, his hair looks wicked!" exclaimed Ron.
"Of course a Weasley would only pay attention to the insignificant things." spat Malfoy.
"Now, now Mr Malfoy, do not go saying things like that to your peers. It is unbecoming of a Hogwarts student." chided Dumbledore. Malfoy scowled and slumped back.
"I'm interested to see what the rules are. They were never specified last chapter." Hermione said.

"Look you lot, it's starting!" said Sirius.
Izuku's POV
Villain Rulebook
Main objectives:
- Break into a bank
- Murder a government official
- Capture a hero
- Kidnap a civilian
- Find the mayor's most prized possession
- Infiltrate the hero base
- Destroy a minimum of one building
- Recruit a hero
- Betray a teammate
- Steal from a shop
- Make a deal with someone not in your team
Side objectives:
- Hack into police or government software
- Kill half the hero team
- Kill ten civilians
- Complete five main objectives
- Steal a support item from a hero without being noticed
- Survive three days
- Infiltrate Tycoon Tower
- Make money off of a civilian
- Take control of the media
- Steal or modify the hero leader's rulebook
Hmm. Thirty-one objectives in total. That was a few, but still low enough to be manageable without burning out him and his potential team. Also, he could do some of these in the prep time. He would have to contact people soon but he needed the rest of the rules first.
This is a year wide exercise, in substitute of midterm exams. Hero and Villain team leaders have to recruit their teammates on their own. No teachers are allowed to directly help with this exercise. You will have a two week time period to prepare, and one week in which you will work as a team to attempt defeating each other. At least six main objectives must be completed by the end of the exam. Side objectives are optional. The Villain team may enter whenever they are ready. The Hero team will enter an hour after the Villain team has entered the mock city.

How interesting.
Multiple plans ran through Izuku's head. Many things could be made of the rules. There were many loopholes presented to him that he could exploit to the fullest. First on his list was recruitment.
"Hey, Shinsou?"
"Yes, Midoriya?"
"I was wondering, would you like to join my team for the Hero vs Villain exercise?"
"And why would I do that?"
"Well, first, you want to get into the Hero Course. This would be the perfect opportunity to show off your skills. Also, my team will be pretty small, making you shine more. And finally, this is broadcast all over the world. I want to make a statement. Start the ball rolling for change. I want you to be a part of that with me. And I think you'd want that too."
"These are all very good reasons. However, by my judgement, this means you're the leader of the Villain team."
"...Yes. I understand if you don't want to join me because of that. You could try to join the Hero team if you want. I wouldn't blame you for it! I just know that this might be something you'd rather not do, and I don't mind..."
"Midoriya, of course I'll join your team. If you think this exercise will be a catalyst for change in the world, then I am more than happy to join you."
"Shinsou, thank you so much!! If all goes to plan, meet me at the support labs tomorrow after classes. We'll have some plans to discuss."
"All right, I'll see you tomorrow. Don't let me down."
Okay, one down, three, even maybe four to go.
"Hey, Monoma."
"Oh ho ho, is this my favourite of the 1a scum calling me? What a surprise."
"I was wondering, would you like to join my team? There won't be many of us, and maybe only two other people from 1a will be there. The rest, well, you know what we're going to do to them. There won't be many of us. That way, you'll really be able to outshine the rest of 1a, in front of the world."
"Well well well, you really know how to get me on a team. You have a deal."
"Thanks so much Monoma! Oh, and by the way, this is the Villain team."
"Sounds fun. Where should we meet tomorrow?"
"Meet me near the support labs."
Right, next call.
"10 MILLION!!!"
"Hey Mei. What do you say about joining my team for an exam? You'll be able to show off all your babies to the world!"
"Really? I suppose this is the Hero vs Villains exam, and you are the leader of the Villain team?"
"Inquisitive as ever, Mei. Yes, yes I am."
"Perfect! I'll join!"
"Thanks!!! Also, we're meeting outside the support labs."
"You bet!"
"Chill nerd group"
Midoriya - Hey, Yaoyorozu, Todoroki, can you meet me in my room ASAP please? It's important.
Yaoyorozu - Of course.
Todoroki - I'm on my way now.
*knock knock knock*
"Come in."
The door swung open to reveal a boy with white and red hair, and a girl with black hair in a ponytail.
"Ah, Yaoyorozu, Todoroki. Come in and shut the door, please." said Izuku from his desk.
"Midoriya, you wanted to speak with us?" Yaoyorozu asked.
"Yes. I wanted to request you join my team."
"I'm in." started Todoroki.
"Wait. I'm the leader of the Villain team. I trust, if you do not wish to join, you will not tell anyone else that I am the leader."
"I'm still in." said Todoroki, without hesitating. "You're my best friend. And you are a way better leader than Bakugo will ever be. You will lead us to victory."
"I'm also in. I want to really shine through in this exam, and show skills I may not have been able to use before. It would be an honour to join your team."
"Thank you so much. That is all I needed at the moment. I will let you know more tomorrow after classes. Meet me tomorrow near the support labs."
"Yes." the other two said in unison, and left promptly.
They were going to win.
