The leaders of the magical world gathered once more, standing beneath the bright skies of Astaria, looking out over the vast land that would soon be transformed into their new home—Arcane Crossroads. The convergence of powerful ley lines beneath their feet made the air feel alive with magic, and they all knew that this place would become the heart of their world.
At the center of the group was Harry, surrounded by his fellow leaders from the various magical communities—goblins, centaurs, veela, vampires, and witches and wizards from all corners of the magical world. They stood around a magical map of the area, floating above the ground, its intricate details and shimmering borders revealing the blueprint for the city they were about to create.
"Arcane Crossroads will be more than just a city," Harry began, his voice steady. "It will be the hub of everything we do in Astaria. A place where we govern, where we meet, where we learn, and where we come together. We need to build this with not just the present in mind, but the future."
The leaders nodded, their faces filled with determination. They were all here to design the city that would serve as the foundation of their new world, a place that would represent their shared values, their diverse cultures, and their hope for the future.
The Ministry Building

The leaders agreed that the Department of Law and Order would be housed in a Council Building attached to the Ministry, creating a seamless flow between governance and the enforcement of laws.
The Council Building and Judicar's Spire
The Council Building, sitting adjacent to the Ministry, would oversee matters of law, order, and governance. This building would house the following:
Courtrooms: Where legal disputes and trials would be held, overseen by impartial judges.Holding Cells: Secure rooms for magical criminals or individuals awaiting trial.Police Force: The magical enforcement unit tasked with maintaining order and safety within the city and its surrounding areas.Artifact Misuse Office: Monitoring the use and misuse of powerful magical artifacts.Taxation and Treasury Office: Regulating the financial system of Arcane Crossroads and managing taxation for the entire magical community.Public Information: A central office that would handle public records, announcements, and updates about laws and community events.Liaison Office: An office for addressing public concerns, ensuring open communication between the government and the people.
Next to the Council Building, the Judicar's Spire would rise—a grand tower where the Wizengamot, the ruling council of all magical leaders, would meet to create laws and discuss matters of governance.
"This will be where every leader from across Astaria gathers," Harry said, pointing to the spire's projected location. "Each of us, representing our people, will have a seat here. Together, we'll make the laws that govern our new world."
Other Key Buildings
With the core of the government settled, the leaders turned to the other essential buildings that would make Arcane Crossroads not just a political center, but a thriving community.
Gringotts Branch: The goblins took pride in establishing a new Gringotts branch, which would manage the economy and serve as a secure place for financial matters.Five Office Buildings: Spaces for businesses, guilds, and organizations to establish themselves, fostering trade, innovation, and governance.Six Restaurants: Three high-class dining establishments for formal meals and magical banquets, and three regular restaurants offering hearty food for the everyday citizen.Six Cafes: Each café would have its own unique atmosphere, from cozy meeting spots to magical coffee shops where wizards could read and study.Ten Different Stores: The city would offer a wide variety of shops—apothecaries, potion suppliers, magical trinket shops, clothing stores, and more to serve the needs of the community.Four Libraries: Two public libraries for all to access general knowledge and magical learning, and two private libraries for more sensitive or dangerous magical research.Hospital and Urgent Care: A hospital for longer-term medical care and a smaller urgent care center for quick treatment, ensuring the health of the magical population.
Harry reminded the group that while these were the key buildings to start with, they should leave room for expansion. "We need to make sure Arcane Crossroads can grow," he said. "As more magical beings come here, we'll need space for more stores, offices, and facilities. Let's ensure we don't limit ourselves by building too much too fast."
The leaders agreed, planning for additional areas around the city where future construction could take place as the population and needs grew.
Sorcerer's Towers and Astral Observatories
To honor the importance of magic, the city would also include Sorcerer's Towers and Astral Observatories:

These structures would play an important role in mapping the sky and understanding the relationship between the stars and magical energy. Astaria's connection to celestial magic could be key to unlocking further magical potential.
City Square and the Park
As the leaders continued their design, they realized that Arcane Crossroads needed not just buildings and infrastructure but also places for the community to gather, reflect, and relax. They envisioned a grand City Square, a wide-open space that would serve as the heart of the city, where people could meet, celebrate, and hold public events.
The City Square would be surrounded by cafes, restaurants, and shops, with enchanted fountains at its center, their waters glowing with magical energy. There would be room for street vendors and performers to entertain the public, creating a lively, bustling atmosphere.
Next to the City Square, they decided to build a large park—a green space where the magical community could enjoy the outdoors. The park would include:
Walkways lined with flowering trees and enchanted lanterns that lit up at dusk.Benches and picnic tables for families and friends to gather.Fountains that sparkled with enchanted water, providing a place of serenity and reflection.Statues of key magical figures, some from their old world, such as statues of the Founders of Hogwarts and other important historical figures, as well as new heroes from their time in Astaria.
The park would also have spaces for small magical performances, places where musicians or storytellers could entertain families. This would be a place where everyone could relax, from students at the magical schools to elders seeking a peaceful respite.
"We want this city to be a place of community," Isabel Star said, her voice soft but certain. "A place where we can live, work, and come together. A park like this—surrounded by the life we're building—it's important."
The others agreed, and the park was added to the map, symbolizing the heart of Arcane Crossroads—a place of both work and peace.
Breaking Ground
With the design of Arcane Crossroads finalized, the leaders took a step back and admired the map before them. The city was carefully planned, its streets radiating out from the Ministry and Council buildings at the center. Each neighborhood had been thoughtfully placed, with room to grow as new settlers arrived.
"This city will stand as a symbol of what we're building together," Harry said, his voice filled with pride. "A place where all magical creatures, witches, and wizards can live, work, and thrive."
With that, the work began. The goblins were the first to start, laying the foundation for the Ministry Building. Wizards and witches followed, using magic to shape stone and wood, while the magical creatures contributed their own skills to the construction. The centaurs, with their knowledge of the stars and natural magic, began setting up the Astral Observatories, while elves and house-elves worked to construct the libraries and public spaces.
As the first stones were laid and the magical framework of the city took shape, there was a shared sense of purpose and excitement in the air. Arcane Crossroads would soon rise from the ground, its streets and buildings buzzing with life and magic.
This was the beginning of their future, and everyone—from the youngest witch to the oldest goblin—was part of building it.
