
A/N: I was inspired to write this Charmed/Harry Potter crossover fanfic after reading Corwalch's story Wizard of Silence. Also, I have always wanted to write a Charmed fic were Leo mentors Cole.

The Hall of Elders(Upper Regions)
The Hall of Elders was a chamber of towering marble columns and stained glass windows that filtered the light into hues of gold and crimson, casting an ethereal glow over the Elders. The air was thick with the scent of old parchment and the faint hum of ancient magic. Tapestries depicting the history of their sacred mission hung from the walls, their threads shimmering with a subtle, otherworldly light. The Elders, seated in a semicircle, were deep in debate, their voices low but charged with urgency.
Zara, her sharp jawline set in determination, leaned forward, her piercing green eyes narrowing as she spoke. Her long hair cascaded down her back like a river of moonlight, and her voice carried the weight of centuries.
"We cannot risk it, Gideon. Belthazor is a demon hybrid—his very existence is a contradiction of all we stand for. To make him a Whitelighter? It's madness. He is a threat to our mission of protecting the Innocent and upholding the balance of good!"
Gideon, his expression calm but resolute, rose from his seat. His robes billowed around him as he stepped forward, his hands clasped behind his back.
"With respect, Zara, I implore you to consider the possibility of redemption. I have had a vision—a vision granted to me by the Angel of Destiny herself. In it, Belthazor walks a path of light, guided by the right circumstances. If we deny him this chance, we risk losing an ally who could tip the scales in our favor."
The chamber fell silent, the weight of Gideon's words hanging in the air. An Elder to his right gasped, her hands pressing against her chest. "The Angel of Destiny? You dare claim such a vision?"
Gideon nodded, his voice steady. "I do. And I propose we place Belthazor—under his human name, Cole Turner—on a probationary status. He will be guided by Leo Wyatt, one of our most trusted Whitelighters. Leo's experience and wisdom will ensure Cole's actions remain in line with our mission."
Zara's eyes widened, her voice sharpening. "And why, pray tell, would we entrust this to Leo Wyatt? What makes him the only suitable candidate?"
Gideon smiled faintly, his eyes glinting with a knowing light. "Because, Zara, Leo has a certain… understanding of the duality of good and evil. He will not falter in his task."
Before Zara could protest further, Gideon continued, his tone firm but measured. "Furthermore, I propose that Cole's first charge be Harry Potter."
The chamber erupted into a cacophony of gasps and murmured disbelief. "Harry Potter?" an Elder echoed, her voice trembling. "The boy is under the protection of Albus Dumbledore!"
Gideon's lips curled into a dismissive sneer. "Dumbledore? The man is a charlatan, a manipulator who hides behind a grandfatherly façade. We would believe in destiny more than you would believe in Dumbledore's games."
Shock and laughter rippled through the Elders at the blatant disrespect. They did not have a high opinion of wand users in general, considering their magic crude and undisciplined compared to the pure magic wielded by Wiccans.
Zara's face darkened. "And what of the prophecy? Harry is destined to face Voldemort. If we interfere—"
"We will guide him," Gideon interrupted, his voice firm. "But we will not bind him to the path the wand-using world has set out for him. Harry will attend Hogwarts, but on his own terms. And as for the prophecy… let us say I have little faith in the limitations it imposes."
An Elder to Zara's left frowned. "And what of the Source of All Evil? If we aid Belthazor, it will not go unnoticed. The Source will not take kindly to our… interference."
Gideon's gaze hardened. "The Source has hunted Belthazor for centuries, seeking to exploit his demonic half for its own gain. If we aid him, if we guide him, we deny the Source a powerful weapon. And as for Harry… the boy's fate is intertwined with that of Belthazor. Together, they can achieve what neither could alone."
Zara leaned back in her chair, her expression unreadable. "And where is Harry now?"
"In Surrey," Gideon replied. "Living with the Dursleys. It is a… toxic environment for a child, especially one as sensitive as Harry. I propose we remove him from that situation."
Zara frowned. "But Dumbledore—"
"Dumbledore is not the only one who can protect the boy," Gideon interrupted. "Harry belongs with those who can truly understand him, who can provide the protection and guidance he needs. Penny Halliwell and her family are the key to this. They are strong, capable witches, and their connection to Harry runs deep."
The mention of the Halliwell's brought a wave of nods from the Elders. Penny Halliwell, a descendant of the great Melinda Warren, was a no-nonsense witch with a reputation for being fiercely protective of her family. Her daughter, Patricia "Patty" Halliwell, was equally formidable, and her granddaughters—Prue, Piper, and Phoebe—were destined for greatness, their powers bound for their own safety until the time was right.
Zara raised an eyebrow. "And what of the Halliwell children? I understand they are quite young."
"They are," Gideon said. "Prue is 11, Piper is 9, and Phoebe is 5. But their mother, Patty, is a kind and wise witch who will provide Harry with the maternal care he so desperately needs. And Penny, with her sharp mind and fierce protective instincts, will ensure Harry's safety above all else. The Halliwells are the perfect family to nurture him, to help him understand his heritage."
An Elder near the front spoke up, her voice tinged with concern. "But Gideon, the Halliwell children's powers are bound, are they not? And their memories of their true nature have been erased?"
"Yes," Gideon replied. "For their own protection. But Harry's presence in their lives could… awaken something in them. A bond, a connection that could prove invaluable in the days to come."
Zara's lips pressed into a thin line. "And what of the Dursleys? Will they not question Harry's sudden disappearance?"
Gideon's smile returned, small but confident. "Leave that to me. I have already set certain wheels in motion. By the time we are done, the Dursleys will not even remember the boy existed."
The chamber fell silent once more, the weight of Gideon's words sinking in. Finally, Zara spoke, her voice soft but laced with warning. "You tread a dangerous path, Gideon. The consequences of our interference could be dire."
Gideon met her gaze, his eyes steady. "I am fully aware of the risks, Zara. But I also know that sometimes, the greatest rewards come from the greatest gambles. And I will not stand by and watch two souls—Belthazor and Harry—be lost to the darkness when we have the power to guide them toward the light."
The Elders exchanged glances, the tension in the room palpable. Slowly, nods of agreement began to circulate, though not without hesitation. Zara, however, remained still, her eyes narrowing as she watched Gideon. "Very well," she said finally. "We will do as you propose. But know this, Gideon: if this ends in disaster, the blame will rest solely on your shoulders."
Gideon inclined his head, a small, knowing smile playing on his lips. "I would have it no other way."
The chamber fell silent once more, the Elders weighing the risks and possibilities. In the end, it was not a decision they could make lightly, but Gideon's vision and conviction had planted a seed of hope. For Belthazor, for Harry, and for the future they all sought to protect.
In the shadows of the chamber, unseen by the Elders, a figure watched. The Angel of Destiny stood silent, her presence a mere whisper in the air. She smiled to herself, knowing that the threads of fate were already in motion, and the choices made this day would echo through eternity.
Gideon's choice to defy the prophecy would set in motion events that would challenge the very fabric of destiny. And though he could not see the full extent of what was to come, he knew one thing with absolute certainty: the future was about to become very interesting.
